When I author a multi-lingual setup, how is the language in which the UI
will be displayed determined?
How much overhead (file size) does adding extra languages to my setup incur?

In general setup initializes its locale to the default system locale (as
returned by GetSystemDefaultLCID). If this language is supported by the
package, that is what is used. If it is not supported, then the default
language is used (the default that was selected in the release wizard).
However, the language used can be overridden by the command line or the
language selection dialog.

The overhead you incur is from the transforms for the languages included in
your release which will depend on the size of your setup, but they should be
rather small. Build and uncompressed setup and look at the size of the *.mst
files in the Disk1 folder. Basically, the total size of all of the .mst
files is the overhead you have by including multiple languages in your setup
(shouldn't be much though).
