The build of my application is initiated remotely over SSH to a Windows Server 2016 box using Microsofts openssh port. I am using the Standalone Builder but have both it and the full gui of Installshield 2016 installed on the build server. Most of the time the build works but some of the time I see the following errors.

SigningHelper: error 0x80092006 while attempting to sign file
ISDEV : error -1027: Failed signing BCFC.tmp
...
SigningHelper: error 0x80092006 while attempting to sign file
ISDEV : error -1027: Failed signing isregsvr.dll
...
SigningHelper: error 0x80092006 while attempting to sign file
ISDEV : error -1027: Failed signing ISSetup.dll
...
SigningHelper: error 0x80092006 while attempting to sign file
ISDEV : error -1027: Failed signing certificate.msi
ISDEV : error -6258: An error occurred extracting digital signature information from file "<path to certificate.msi>". Make sure the digital signature information provided in the IDE is correct.
...
SigningHelper: error 0x80092006 while attempting to sign file
ISDEV : error -1027: Failed signing <package name>.msi

When this happens the build fails. So far I have been unable to isolate any specific conditions that cause the problem. It seems completely random. I have tried using certificates in a .pfx file, from the local users certificate store and from the local machines certificate store. All three ways have the same random/intermittent problems. Is there anything I can do to fix or further diagnose the problem?
