I ran into this issue today, and fortunately I found the answer on one of the legacy forums.
However, it would be nice if the example provided in the UI of InstallShield 2015 was correctly formatted.

I had to add an xml system search to my basic MSI project today.
I went to system search and created a new xml type search.
On the page for the XPath to the XML Element it gives the following example: (EXample: Element/SubElement):

The example never specifies that a leading slash is required for the root element. I just following the example and specified rootelement/subelement1/subelement2/.../lastelement

The system search does not find the value of lastelement unless there is a leading '/'.
