Create QuickPatch from Command Line?

Is it possible to create a QuickPatch from the command line (or edit an existing QuickPatch), like using IsCmdBld to create installation files?

Sorry if I missed this information somewhere - a simple pointer to the 'how to' would be greatly appreciated.
