Return license from another license server

Return a license to the FLEXnet Operations is done from the license server where it originated from i.e. the lic. server that activated the license (from FNO) in the first place.
Let say we transfer the license to another license server. Now, is it possible to return the license (to FNO) from this second license server? Or, is it only possible from the first license server?

In the case of served (trusted storage) licenses being activated from FNO, followed by some of them using server-to-server hops/transfers, I believe the fulfillments will need to be returned to the original system in order to be returned to FNO.
