Did you set them to run only in uninstallation?

The problem turned out to be the silent problem. And the custom actions were called on a dialog control event.
This raises a new question, how do I make an uninstall (Remove from Add/Remove Programs dialog) run with a user interface, and not as silent?
Now I have to add the Modify and Repair also in the Maintenance dialog, but I'm only interested in a Remove. But if I only select Remove it is run silently. How to make the Remove with a UI??

If user clicks on Remove button in ARP, Windows Installer will perform uninstallation silently. I will not recommend modifying your setup to bypass default MSI behaviors. You can't do it using Express Edition anyway. It may be easier to disable Remove button, and effectively redirect all your users to use Change button.
