I believe that the admin shield is actually a feature on Windows Vista meant to alert the user that the application requires admin privileges.

The UACBlog (http://blogs.msdn.com/uac/search.aspx?q=shield&p=1) has a couple of posts that refer to the shield (not specifically for shortcuts, but it is being used in a lot of other places). Check those out for related information.

Does the shield overlay appear if you install notepad.exe with a sample project? Also, does your executable include an application manifest marked as "requireAdministrator"?
