The Help files says "open the Direct Editor", as in the following

"Preparing Installations for Non-Administrator Patches
InstallShield 11 Express

Windows Installer 3.0 and later enables you to create patches that can be installed by non-administrators.

...

Use a tool such as Msicert.exe to extract the certificate from the signed file.
In your original installation project, open the Direct Editor.

In the Tables explorer, click MsiDigitalCertificate.

Click the last row in the table to add a new entry. "

Where is this Direct Editor? Under the View options in IS 11 Express, there is nothing resembling access to the Direct Editor .Under the Tools menu in IS 11 there is also nothing.

The Direct Editor is only in the Professional version, not Express. The documentation is partially shared among the products, so it seems this item inadvertantly made it into the Express help. If you want to do direct table editing, perhpas you can use a tool like ORCA from the Windows Installer SDK (or you can upgrade to the Profressional version of InstallShield to use the Direct Editor).
