In old time, if our program logic changed, all we had to do was to recompile
the installscript and copy the setup.ins file to the media. We didn't have
to rebuild the cab files.

Now, for the basic MSI project, if a line change of vbscript or a little
change with my custom action dll, we have to rebuild the whole project.

Is there a quick way to add a few line changes to the msi?

You could always use an MSI editor like ORCA to update a row in a table. You could even use the MSI Automation object to programatically make changes to the built database.

But I'm not sure I see the value of this. With continuous integration and configuration management practices and disciplines you should have a full automated build script that is capable of labeling and pulling your files from a source control repository and making a clean repeatable build.
