The only options I see for creating a new project are:

Universal Installer Project, Universal Static Suite Project, Universal Dynamic Suite Project

How did you launch InstallShield X? You'll want to use the shortcut Start > All Programs > InstallShield > InstallShield X...

I launched via the shortcut in
Start > Programs > InstallShield > InstallShield X Universal IDE

which is a shortcut to "C:\Program Files\InstallShield X\InstallShieldUniversal.exe"

The Universal IDE creates only the Universal project types (as you've discovered); is the shortcut for the main InstallShield X environment available? On my system the target is "C:\Program Files\InstallShield X\System\isdev.exe".

Hmm, that's not there. I don't even have the system directory.
Is this not a full installation?

Hmmm, apparently not. How did you install the program (Web, CD, ...)? Can you run the installer in maintenance mode (from Add or Remove Programs) and add anything else?
