That's a really simple question, but can I use vbscript code instead of InstallScript code (well use both of them) ?

Yes, you can use VBScript in the project in the form of custom action.

There isn't Custom Actions in InstallScript projects only MSI Basic and MSI InstallScript projects.

To use VBScript from InstallShield Script project, use the LaunchAppAndWait function and call cscript or wscript to invoke your .VBS file

Should I provide something, or will those cscript/wscript programs are on all NT / W2K and XP desktops ?

cscript and wscript should already be installed as part of the OS for the ones you mentioned. If you want to be sure check the Microsoft site, here is the link.
