Did you ever figure out what was going on with this? I have a similar situation and am hoping someone has a fix for this.

When I have experienced this error it has been because I added/removed/modified some features and/or components in my project. Sometimes ISDev seems to mess itself up when doing these things and then you see error 1628. The only way that I could get my app to work after that was to create a new project, add the features and components back, copy and paste all my ISScript, and then rebuild.

Hope this helps.

I had not added or removed any features in the application.

I got around this error by deleting some registry entries related to the installation of my application.

As Philip mentioned, a few modifications and things can get pretty messed up. I've gone the registry route and it works, but the easiest way to fix it is to change all of the GUIDs: ProductCode, PackageCode (consider both the General Information and releases views) and all component GUIDs.
