Can the standalone build stuff be distributed free of charge?

Absolutely not. Please consult your license agreement. A portion is quoted here:

"The Standalone Build component of InstallShield DevStudio Software may be installed, reproduced and used on up to ten (10) computers residing on your premises, and a copy of the Standalone Build component may be shared on a common build/test machine on your premises."

How literally must we interpret the "on your premises" clause?

Can a contract programmer working remotely install the standalone builder with compliance to the EULA?

Alternately, can the standalone builder be purchased "standalone"?

The EULA should be followed literally. Copies of the Standalone Build should only be installed on your premises (a specific facility) and only up to the stated maximum number of instances per full DevStudio license (10).

Feedback we have received indicates that these license agreement conditions, which were expanded fairly recently, provide significant capability. I hope that the need to set some boundaries, in this case physical and quantity boundaries, can be understood and appreciated.

The Standalone Build is not sold separately.

We create builds on a specific computer. We have an offsite DRP backup of that computer. Does this qualify as 'on-premises', or do we have to remove InstallShield before making the backup, and reinstall if we ever have to recover from a disaster?

The InstallShield End User License Agreement permits an archival copy of the software to be created and stored. If I understand your process correctly, this part of the license agreement would cover your situation.
