Well, as long as I'm asking questions no one has the answer to....

what is the purpose of this file? It is updated with some sort of custom-serialized output of the products that are installed with a unique ID.

Is this file used at all to determine the state of products for the uninstall (active property, for example)

Right: that file is used on most platforms to store information about the installed products and components, their locations, versions, and so forth.

That file is used to store the registered software object information when interaction with the native registry is not being used. It's basically the stored information indicating all software objects that have been installed by ISMP.
