Problem:

When using the -accessbility option and am not hearing any audible tones as the setup.exe is installing.

The command I was using is:
java -cp setup.jar run -accessibility

According to the ISMP documentation.

The Accessibility Mode Command Line Option sets the installation to automatically be in console mode, and provides additional audible information for visually-impaired end users. For example, with this option set, the progress renderer provides an audible
"percent complete" every ten (10) percent.

Is there something that I am missing or is there something that needs to be installed or enabled?
