1) i create a folder in Files view with porperty name FOLDER (for example)
2) I assign it the value, trought a custom action, "c:\folder".
3) I create a entry into ini view and i set it to [FOLDER]\subfolder

when i install the ini entry will expanded to c:\folder\\subfolder

the second case is the same but I do not create a folder in files view, so we have

1) assign the value "c:\folder" to a generic property FOLDER
2) create a entry into ini view and i set it to [FOLDER]\subfolder

in this case the ini entry is expanded to c:\folder\subfolder

I think the Windows Installer can tell the difference between a normal property and a property that is a directory identifier. At runtime it automatically adds a "\" to Directory Identifiers after resolving them. So in your ini file you should set the value to [FOLDER]subfolder. Notice in the General Information view that we define INSTALLDIR and DATABASEDIR like this (missing the \ soone after the directory identifier).
