Desktop Shortcut has missing "Start In"

The shortcut IS Express creates does not put a path in the Start In Property of the shortcut. For my application this is crucial. In fact when I manually create a desktop shortcut it has 'start in' filled in and it works fine.
Question: How can I get IS to include the strat in directory?
