crpe32.dll

I am working on an installation for Crystal Reports V9.
We are coding in vb.net and have created an app that uses some embedded crystal reports. We created a wizard based installation that uses the crystal reports msm
After running the installation I get a notice that crpe32dll has not been installed properly or is not found I find the file in my program files\username\productname directory, and must manually move it the c:\<windir>\<system32> directory.

Has anyone seen this before.
I am working with Crystal Reports 9 advanced edition.
