The InstallShield MDAC 2.7 merge module language properties are set to 1033, which means what?

1) It will only be included on English (US) builds?
2) It will only be installed on English (US) versions of the OS?


Since the MDACs are sorted on a primary language basis, shouldn't these modules somehow be more based on the primary language id rather than the sublanguage too?

Also, shouldn't the condition for running the mdac exe also check the SystemLanguageID?

I know that is a lot of question, but would appreciate any insight.
