Error writing to the temporary location

The message "Error writing to the temporary location" is displayed immediately upon invoking setup.exe. The dialog has a button with no label, and the setup.exe process is hung. The only way to terminate the process is via Windows Task Manager. The project is a basic MSI install created with Developer 7.01. The operating system is Windows NT 4.0, SP6a. Key thing is that the setup.exe file is on the CD. If I move the setup.exe file to the hard disk and execute it, it works fine.

I experience sometimes the same problem using IS Express 3.54 (SP4).
However if I start not Setup.exe but the installer package having my product name everything runs fine.
The interesting thing is that after I de-install the product the next installation (using Setup.exe) runs fine.
