Windows 8 ignoring prerequisites?

Encountering a strange problem with my installation packages.

I have the conditions for the redistributables for SQL CE 3.5 set:
"user running under OS = server 2008 (any)"
"user running under OS = windows 7 (any)"

When I install the built kit, on windows 7 it is fine and kicks open the SQL installation before the main software, yet on Windows 8 it does not and jsut installs the main software, which then screams that its not got SQL install when attempting to run it.

I can't see what I'm doing wrong.

I'm having the same issue, all my prerequisites are being ignored when installing to win8. Does anyone have a solution?
