I'm having trouble creating Software ID tags during package import if the package does not have a shortcut. The error I get is this:

Source package: 'Microsoft Visio Viewer 2010.msi' from the Software Repository.

Beginning the software identification tag creation process.
Skipping creation of the software ID tag transform file due to missing _Validation table entries for 'Shortcut' MSI table.
Finished the software identification tag creation process.

If I check out the package and add a shortcut to the Visio Viewer package, a SoftwareID transform is created during the import process.

Can anyone else duplicate this behavior? It seems like a bug to me.

I'm using AdminStudio Enterprise 11 SP1.
