Is there an actual service pack for InstallShield Express 2012?

I keep seeing articles referencing it, but then the links point to blank screens.

Yes there is a service pack. Here's a link to the KB article that contains more information:

Which browser and version are you using? If, for example, you're using the latest version of IE, I think you may need to turn on compatibility mode in order to view that KB article. (Try clicking the small Compatibility View button next to the address bar in IE.)
