Shortcuts Not Getting Created

I have two shortcuts that are suppose to get created in the Windows Folder. Both are attached to separate components, each of which contain one EXE. Both components are installed.

Why arn't the shortcuts getting created even though their component is getting installed?

I have two setups which are nearly identical except for version numbers and some GUIDs. It's the same product, two different versions of it. I saved the project files as XML and did a compare differences and there's nothing different in the Component or File tables besides GUIDs, and there's no changes in the Shortcut table.

One install adds the shortcut, and the other doesn't. The machines were exactly identical (I used VMWare).

Basic MSI project BTW.

Now I just reran the same install on the same VMWare snapshot and it worked!!! What consistency, a real confidence booster for Windows Installer.
