cost init and cost finalize with InstallScript projects

Using an InstallScript MSI project in Dev 8 SP2:

I want to know why the cost initialize and cost finalize standard MSI actions are being run three times.

First during IS user interface sequence.
Second when msi executes
Thirdly after the install complete.

The third is causing me problems and I am wondering why this is being done. This happens only with InstallScript MSI projects so this is purely some InstallShield stuff cause in Basic MSI this does not happen.

See attached log file. I stripped out lots of the file to reduce size.

Hopefully some one from InstallShield can help.
