Because the decision was made to support only XP themed look on Windows XP (themes can't be turned off), the progress bar had to be changed to use block/non-numbered style. I'm not sure why it needed to be changed but I think it didn't look right.
I don't know why this was done in all platforms though, maybe for consistency.

Yea, I'll second that. I prefered the old progress bar too. I've been able to make an _IsUser.dll with a smooth progress bar, but the % number no longer shows itself.

In SP we simply let the system draw the progress bar. The % number was drawn by InstallShield. Now we let the system to handle this common control to ensure the default and consistent user expereince.
I was curious what is behind the fact that you want a smooth progrss bar with %number?
