BDE: Merging the configuration file has failed...

I read the article in the knowledge base regarding this problem.This
problem should be solved in the 1.1 release. Nevertheless I use 1.1.0.0. of
ISX and I still encounter this problem when I install the 16-bit BDE on a
machine without BDECFG. On machines with the BDE already installed I don't
get this message. Can anyone help me out?

But I am using the Delphi 4.0 Install Shield Express.
