Install with full admin privileges??

Is there a way to make a specific application install with full admin privileges (not just elevated privileges) or can I disable the application from requiring admin privileges. I think it would install correctly with standard power user rights.

I am trying to install a msi with transform however it comes up and tell's me I need to install it as administrator.
