1628: Failed to complete installation ERROR

When i try to upgrade from 7.0 to 7.1, i get this error message: 1628: Failed to complete installation.
Also when trying to InstallShieldDeveloper7dotNETUpdate.exe
it gives me a error saying Installshield in not installed when it is installed. I have searched this forum for error code 1628 and still am stuck. I even read the post 'Repair option crashes IDRIVER.EXE' and did not understand the work around.
Can some one please help me?
