SQLDMO.DLL : Can't self register !

I have used the SQLDMO library in my VB program.
When I run my setup package, it says "Could not self-register sqldmo.dll".

The original location of the sqldmo.dll is C:\Program Files\Microsoft SQL
Server\80\Tools\Binn\SQLDMO.dll
I have inserted the SQLDMO.dll in the Binn Self-Reg Shared Files -> Static
File Links in the FileGroups.

Why is the dll not self-registering ?
