Problem, building from command line.

Hello all,

I am trying to build from command line and I am getting this error message:

** Error -2147221528: Error opening the project file. The project file
is either open in the IDE or it is read-only.
> IsmAuto.Project.IProject_OpenError: -2147221528

My project is not open and is not read only. What is going on? Can someone
help?
