ISCmdBld.exe return -1073741819

Hi, met a strange problem.

When I am calling ISCmdBld.exe from mantis, it give a return code -1073741819, and then blocks the build. While if calling from a normal command line (in the same working directory and same command line parameters, ISCmdBld.exe works fine!

Is it a known issue?
