(setup.exe) not have adequate system permission

I am building a installation program for smartphone with a signed cab file (Privileged Test cert). Running setup.exe and the phone will have a message saying :

"Installation failed. The program or setting cannot beinstalled because it does not have adequate system persmissions."

If I ran just the cab file from the phone the then the installation works fine with any permission problems ( signed cab file with privileged test cert).

Any idea why running setup.exe give me this problem ????
