Cannot find support Library

HI, I'm trying to create an install for a VFP8.0 application. I have selected all the modules that I need, and then some. I'm sure I have all the modules. I've check a number of VFP sites telling me which runtime files I need. I compile my install and it does so with 0 errors. I then run the install on an XP machine as an Administrator and everything goes fine and it says it is successful. But when I try to run the application I get a message that it can not fine the VFP support Library. The dll's are on the machine and in the registry. I've try this with a CD-ROM and a SingleImage install. I've tried everything I can think of, I've even added the path to the dll's to the system path (C:\Program Files\Common Files\Microsoft Shared\VFP).

Any ideas about what might be missing or what is going on?
