All Users install?

I am trying to install onto WinNT/200/XP with Admin user and then using my app(s) with User users. From past threads (Google) I gathered that this product doesn't handle this well, so I downloaded ORCA and used that to hack the MSI file and change ALLUSERS to "2".

Still no shortcuts on the User's desktop, only the Admin's.

Any suggestions?
