My product is written in Java, however I do not want to use Multiplatform. Does developer also support the creation of Native Installers and installing JVM's?

Developer targets only Win32 (and Win64) platforms, and not Linux, AIX, Solaris, etc., as InstallShield MultiPlatform does. On those systems, you can run the installer for a JVM as a custom action...

I realize that, but I don't want to use a Java Installer for Windows, as I want to include custom code that will work w/o the presence of a JVM. So for this question I am only concerned with the Windows Platform...
I'll take that as a no, Developer will not create a "launcher" for my java program?

You can use Developer to create a shortcut that runs any command line (such as java -jar YourProduct.jar), but no, Developer does not create a separate executable.

I don't know if this is helpful or not, but...
I have several java and vb scripts that I need to run to do some SQL work during the installation. So, what I do is create a batch file as a wrapper. This batch file can take a bunch of parameters passed in by the installer when it launches it. So, using the nifty _LaunchAppAndWaitEx function available at installsite.org, I pass in parameters from the property table and the window stays hidden. The user has no clue of what's going on under the hood other than some action text telling them something is happening.
Might be an option for you anyhow...
